On July 25, 2025, Mexico’s Ministry of the Interior (SEGOB) and Ministry of Foreign Affairs (SRE) jointly published a long-awaited overhaul of the General Guidelines for Visa Issuance, representing the most significant reform in over a decade. The new rules, effective on August 9, 2025, aim to modernize, simplify, and digitize Mexico’s visa application process while reinforcing national security and alignment with international commitments.

- Electronic Visas (e-Visas): The reform introduces an official electronic visa process operated exclusively by the SRE for travelers of certain nationalities entering Mexico by air for tourism or business purposes without remuneration. These visas are valid for one entry within 180 days, entirely processed online through a secure digital platform requiring no printed documents or photographs.
- Digital Transformation: Visa files will now be entirely digital, including biometric data collection (fingerprints, iris scan, facial photo) and e-signatures, eliminating prior requirements for hard-copy submissions at consulates.
- INM Review Protocols: In cases of suspicious applications or false documentation, consulates may seek reconsideration from the National Immigration Institute (INM), which must respond within 7 business days. This creates a streamlined, secure escalation process without delaying legitimate cases.
- Cooperation and Mobility Programs: The new framework simplifies visa issuance for foreign nationals under international mobility treaties and intergovernmental cooperation programs, including tailored durations as visitors or temporary residents.
- Expansion of Visa Types and Criteria: The rules further clarify requirements and benefits for specific categories including business travelers, students, investors, researchers, humanitarian cases, and family reunification.
