A Game-Changing Intelligence Platform — and the Risks No One Can Ignore, Warns Sergio Legorreta

Mexico is set to roll out a massive new intelligence mega-database—an ultra-powerful platform that will centralize data from across the country. Legislative changes enacted in July 2025 paved the way for its creation, integrating information from federal, state, and municipal authorities, as well as potential contributions from private sector entities.
Legal expert Sergio Legorreta highlights that the scope of the system is unprecedented: daily inputs could include arrests, criminal records, biometric data, vehicle registries, telecommunications metadata, and real-time geolocation. Specialized registries—covering weapons, protective measures, court orders, and more—will feed into what he calls “the largest data skyscraper in Latin America, and possibly one of the biggest in the world.”
While the initiative promises to enhance security and streamline investigations, Legorreta warns of unanswered questions: Who will design and manage such a vast system? Under what safeguards will authorities access the data? How will transparency, privacy, and cybersecurity be ensured? His remarks underscore that without clear oversight and accountability, this groundbreaking platform could also become the most far-reaching surveillance tool in Mexico’s history.
