A new telecommunications reform in Mexico is raising concerns among industry experts and investors. FisherBroyles partner Sergio Legorreta warns that the recently passed Telecommunications and Broadcasting Law introduces overlapping regulatory authority and duplicate permitting requirements, creating legal uncertainty, and increasing operational costs.
Legorreta explains that, instead of modernizing the sector, the reform may require companies to go through multiple agencies to obtain similar authorizations—potentially up to four times for the same service. He adds that the creation of the new Telecommunications Regulatory Commission could further destabilize the sector and discourage foreign and domestic investment in telecom infrastructure.
