Biography

Phillip is an enterprise technology lawyer with more than 30 years of practice experience, including nearly 24 years in-house with leading Silicon Valley technology companies. He advises software, SaaS, cloud, AI, data, and technology-driven businesses on commercial transactions, product counseling, privacy and data protection, AI governance, regulatory compliance, and scalable legal operations.

Phillip’s career includes senior legal roles at Adobe, Workday, TIBCO, and Synopsys, where he supported global product, engineering, sales, marketing, security, and operations teams across complex enterprise technology environments. He has led legal support for major cloud and digital product businesses, negotiated high-value SaaS and technology transactions, built practical contract frameworks and playbooks, and helped companies align legal risk management with business growth.

Certified by the International Association of Privacy Professionals in U.S. and European privacy law (CIPP/US, CIPP/E) and as an Artificial Intelligence Governance Professional (IAPP AIGP Certification), Phillip brings deep experience in privacy, data security, AI governance, and technology law. He has guided companies through GDPR, CCPA/CPRA, EU–U.S. Data Privacy Framework, cross-border data transfer, data processing, vendor governance, and customer-facing data protection issues.

Phillip also advises clients operating in data-intensive and highly regulated environments, including background screening and consumer-reporting services. He helps clients navigate FCRA-related obligations, vendor governance, privacy compliance, and emerging regulatory expectations around AI-enabled screening and decision-support workflows. He is an active member of the Professional Background Screening Association (PBSA) and contributes to industry efforts supporting responsible AI adoption.
