Biography
With more than 20 years of experience, Mr. Facio is recognized as a leading environmental attorney in Mexico. He has represented major companies in the automotive, manufacturing, chemical and oil industries before the Federal Bureau for the Protection of the Environment (PROFEPA), the National Water Commission (CONAGUA), and the Federal Agency for Safety and Environmental Protection on the Hydrocarbon Industry. He also has advised clients in their participation in public bids for drilling of oil wells and setup of wind farms. His advisory includes transactions for the sale of industrial facilities, hotel complex and carbon credits.
- Advising two of the main companies in the natural gas industry in Mexico in compliance with their legal obligations.
- Advice to one of the main companies in the natural gas industry in Mexico in administrative proceedings initiated by the National Agency for Industrial Safety and Environmental Protection of the Hydrocarbons Sector.
- Advice to one of the main companies dedicated to the capture of methane gases from farms for the production of electric power.
- Participation in the defense of an administrative litigation established by PROFEPA as a result of an industrial accident against a company belonging to the petrochemical industry.
- Participation in large-scale administrative litigation before the National Water Commission related to the determination of rights for the use or exploitation of national waters.
- Participation in transactions of purchase and sale of carbon certificates to accredit the compensation of carbon dioxide emissions to the atmosphere before PROFEPA, as well as in advising REDD+ projects.
- Participation in multiple projects for the creation and installation of wind and photovoltaic farms.
- Participation in electricity generation projects through combined cycle power plants.
- Participation in projects for the establishment of facilities for the storage and distribution of petroleum products.
- Participation in various transactional projects for the purchase and sale of plants related to the food industry.
- Participation in the process of obtaining permits and licenses for the international transportation of waste for a chemical company, a case that involved an amparo before the SCT and the exhaustive study of the agreements of the NAFTA.
- Participation in the acquisition of 3 thousand hectares of arable land in San Luis Potosí and Tamaulipas for an agricultural products company.
- Participation in the review and resolution of different issues for the acquisition of lots for the construction of a bio-fuel plant in Yucatan.
- Participation in a multi-practice project in the acquisition of a company in the bathroom and kitchen industry, which involved the purchase of shares and real estate assets
- Participation in the creation of a supplier company of the automotive industry that acquired different entities for the production and distribution of its product catalog
- Participation providing advice to clients in the automotive sector on the import and handling of explosive substances and their regulation before the Ministry of National Defense
- Speaker in the “Baker Mckenzie International Environmental Conference” during 2017, 2018, 2019 and 2020.
- Speaker in the forum of Best practices for investment and development in Real Estate organized by Langan, June 2017.
- Participant in the fourth Annual Moot of International Arbitration “Willem C. Bis,” organized in the Juridicum of Pace University, Wiende la Universidad de Pace, Vienna.
